How a NAVAIR technical manual changes

How NAVAIR technical manuals are updated through changes, revisions, rapid action changes, and interim rapid action changes, and how fleet users report errors with Technical Publications Deficiency Reports.

Why it matters

Naval aviation maintainers may work only from approved, current technical data, and the NAMP gives a squadron 2 working days to incorporate a rapid action change.

The short version

  1. 1The NAMP names NAVAIR 00-25-100 as the governing policy for NAVAIR technical publication libraries and sets 2 working days for IRACs, RACs, and ERACs.
  2. 2A manual's list of current revisions must account for every RAC issued and every IRAC incorporated since the basic manual or latest revision.
  3. 3A safety-related CAT 1 TPDR goes into JDRS within 24 hours; the fleet support team owes corrective action within 30 days.

A Naval Air Systems Command (NAVAIR) technical manual changes through formal changes and revisions, through rapid action changes (RACs) and interim rapid action changes (IRACs) when the fix cannot wait, and through deficiency reports that fleet users file when they find an error. The Naval Aviation Maintenance Program (NAMP), COMNAVAIRFORINST 4790.2E of 28 October 2024, tells squadrons and intermediate activities how to manage and update their manuals. Under the NAMP, a squadron has 2 working days to enter an IRAC or RAC. NAVAIR's preparation standard, MIL-STD-3001, tells authors how a change is marked.

The rulebook behind the library

The NAMP's Technical Data Management procedure starts from one duty: aviation maintenance activities must use approved, up-to-date technical data. The instruction names NAVAIR 00-25-100 as the governing policy document for the NAVAIR Technical Publications Library Management Program, and it lists NAVAIR 00-25-604 on the acquisition and sustainment of NAVAIR manuals. The NAMP cites directives by basic number only and tells activities to verify the current status of any directive they use, so it gives no edition date for either. This post draws on that description, not on 00-25-100 itself.

The Naval Air Technical Data and Engineering Service Center (NATEC) controls, distributes, and archives NAVAIR technical data. The Technical Manual Application System (TMAPS) and the Joint Knowledge Caching Server (JKCS) are the only approved sources for NAVAIR manuals. Every activity must inventory and verify all of its technical data each year: at least 50 percent in the first six months and the rest in the last six.

A 2022 Fleet Readiness Center East story describes 11 librarians and technicians supporting more than 40,000 electronic technical data publications and almost 5,000 paper manuals. A script checks the depot's repository twice a week and copies updates to a portable maintenance aid for use during network outages.

Changes, revisions, and complete revisions

The NAVAIR standard, MIL-STD-3001-1A with Change 1, dated 1 December 2016, defines a revision as corrected, updated, or additional pages or work packages for the current edition. A pickup revision folds the basic issue or latest revision, all earlier change pages, and the new change pages together. A complete revision rewrites and reorganizes the content, renumbers everything, and strips old change markings. The standard says a complete revision should be considered when new material plus earlier changes exceed 60 percent of the manual's pages, and the requiring activity decides.

Changed text carries a change bar in the outer margin. Changed illustrations carry a miniature pointing hand, or a boxed "MAJOR CHANGE" for a heavily changed page. For interactive electronic technical manuals (IETMs), changed text is highlighted rather than marked with change symbols.

The general DoD standard differs. MIL-STD-38784B, dated 16 November 2020, calls a change corrected pages that improve the basic manual without rewriting it, and a revision a second or later edition that normally supersedes the last. The standard's foreword limits NAVAIR use to legacy data and manuals.

Rapid action changes and interim rapid action changes

MIL-STD-3001 fixes how rapid changes are tracked. A manual's list of current revisions must account for the numbers and dates of all RACs issued and all IRACs incorporated since the basic manual or its latest revision. Canceled RAC numbers, including numbers assigned but never issued, stay in the count. The title page carries a statement that IRACs have been incorporated, and a formal RAC's number appears with the change date.

In the squadron, the Technical Data Manager must incorporate IRACs, RACs, and electronic rapid action changes (ERACs) within 2 working days of receipt, and formal changes, routine revisions, and notices within 5 working days. Type wings and Marine aircraft wings must train Technical Data Managers twice a year on IRAC management, including bookmarking IRACs in IETMs. A NAMP Revision E highlight names the NAVAIR program office, through the Commander, Fleet Readiness Centers (COMFRC) technical data department, as the authority to approve use of cancelled publications.

AMA 2026-02, dated March 18, 2026, lists late IRAC, ERAC, and RAC incorporation under one of the I-level program areas with the most severe findings in calendar year 2025 inspections.

Reporting an error with a TPDR

A Technical Publications Deficiency Report (TPDR) corrects errors in maintenance requirement cards, checklists, maintenance instruction manuals, IETMs, illustrated parts breakdowns, and technical directives. The NAMP sets four categories:

  • CAT 1. Safety-related deficiencies that could cause death or injury, or damage to or loss of aircraft or equipment. Submit through the Joint Deficiency Reporting System (JDRS) within 24 hours of discovery.
  • CAT 2. Non-safety deficiencies causing maintenance delays of 8 hours or more, plus all measurement-value errors.
  • CAT 3. Non-safety deficiencies causing delays of less than 8 hours.
  • CAT 4. Administrative errors, such as typographical errors, that do not delay maintenance.

Each deficiency gets its own TPDR. Discrepancies in Naval Air Training and Operating Procedures Standardization (NATOPS) manuals are reported under CNAF M-3710.7 instead.

AMA 2025-12, dated September 17, 2025, rewrote the fleet support team (FST) duties. An FST acknowledges a CAT 1 within 1 working day, responds within 5 working days, and issues corrective action within 30 days, defined as an IRAC, RAC, change, or revision. For CAT 2, every effort must be made to issue corrective action within 120 days. CAT 3 and 4 reports wait for funding, with incorporation funded at least once every 3 years. The 2024 NAMP ran the 5-day safety screen of CAT 2 to 4 reports from acknowledgement; the 2025 advisory runs it from receipt.

What to check

  • Does the manual's list of current revisions show every RAC issued and IRAC incorporated since its basic issue or latest revision?
  • Were IRACs, RACs, and ERACs entered within 2 working days of receipt, and formal changes within 5?
  • Did the copy come from TMAPS or JKCS, the only approved sources for NAVAIR manuals under the NAMP?
  • Which category fits the error, and was a CAT 1 filed in JDRS within 24 hours?
  • Which text sets the FST timelines: the October 2024 NAMP or the September 2025 AMA 2025-12?
  • Does a viewer show change bars, highlighting, and IRAC notices as the source manual carries them?

Azcuna's TRACE is one offline viewer for S1000D, MIL-STD-3001 XML, and PDF technical manuals. It keeps the source location and the markings of everything it shows and never modifies the source. It was proposed to NAVAIR under Navy SBIR Phase I topic DON26BZ05-NV078, and the proposal was submitted on September 23, 2026.
