Maintenance test flights in Army aviation
What an Army maintenance test flight is, who may fly one under AR 95-1 and TC 3-04.11, how maintenance records trigger and close one, and which -MTF manuals the Army index lists.

Why it matters
Under AR 95-1, an aircraft whose test procedures are in an MTF manual may be test flown only by qualified maintenance test pilots or evaluators, so the pilot's designation matters as much as the repair.
The short version
- 1AR 95-1 (March 22, 2018) qualifies a helicopter maintenance test pilot through the Aviation Maintenance Officers Course and the aircraft's Maintenance Test Pilot Course, or an equivalency evaluation.
- 2DA Pam 738-751 records an MTF requirement on DA Form 2408-13-1 with a dash, as a general or a limited test flight, and the test pilot signs it complete.
- 3The Army index lists TM 1-1520-271-MTF, the CH-47F maintenance test flight manual, dated May 31, 2024.
A maintenance test flight (MTF) is a flight that evaluates whether an Army aircraft is airworthy after maintenance, flown to the procedures in its MTF manual. AR 95-1, Flight Regulations, dated March 22, 2018, says maintenance test pilots (MPs) perform MTFs and maintenance operational checks to evaluate airworthiness as the technical manuals (TMs) and MTF manuals establish it. Aircraft with test procedures in an MTF manual are test flown by qualified MPs or maintenance test pilot evaluators (MEs) only. Aircraft without an Aviation and Missile Command (AMCOM) approved MTF manual get functional ground or flight checks under the airworthiness authority's procedures instead.
Who may fly one
AR 95-1 sets three paths to helicopter MP. The usual one is the Aviation Maintenance Officers Course (AMOC) and the aircraft's Maintenance Test Pilot Course. The second is an equivalency evaluation by an ME the Aviation Center of Excellence selects, open only to AMOC graduates. The third is a case-by-case waiver through the Deputy Chief of Staff, G-3/5/7. Contractor MPs need not attend AMOC. Every MP must be current and qualified in the aircraft and follow TM 1-1500-328-23 and the aircraft's MTF manual.
An ME trains and evaluates MPs and other MEs, supervises the unit maintenance program technically, and advises the commander. To start ME training, an MP needs at least 50 hours of MP time in the aircraft and approval from the first colonel in the chain of command. The MP/ME evaluation is flown in each aircraft the aviator must test fly, during the annual proficiency and readiness test in the primary aircraft.
TC 3-04.11, dated April 14, 2022, files MTF work under the 4000-series maintenance tasks. MPs and MEs serve as the pilot in command on every MTF unless an ME is evaluating them. Night MTFs require training and a demonstration of proficiency to a current ME first.
ATP 3-04.7, dated October 20, 2020, describes the MTF section's work as troubleshooting problems, confirming repairs, and breaking in major components. It uses different labels for the same people: MTP for maintenance test pilot and "maintenance examiner" for ME.
When maintenance calls for one
The requirement comes from the aircraft's maintenance manual or TM 1-1500-328-23. DA Pam 738-751, dated February 28, 2014, turns it into a record. The requirement goes on DA Form 2408-13-1 with a dash, the status symbol for unknown condition, in one of two forms:
- General test flight. After extensive maintenance or a phase, with an entry such as "General test flight required for completion of Phase #3." Each item need not be listed.
- Limited test flight. For specific work, such as an engine replacement, listing every maintenance action that needs the flight.
When the flight is done, the test pilot enters "MTF completed" or similar, signs, and initials the status symbol. Faults found in flight go in new entries headed "Test Flight." Test flights are not numbered among the operational flights on the form.
An MTF can also verify a fault. When ground tests cannot reproduce an in-flight grounding fault, the commander or a designated representative may authorize a test flight. If the flight cannot duplicate the fault, the test pilot writes that the aircraft is released for flight. ATP 3-04.7 adds pre-phase and post-phase flights, covered in the phase maintenance post.
The -MTF manuals
Under AR 95-1, AMCOM gives the Aviation Center of Excellence commander responsibility for standardizing MTF manuals. The Army Publishing Directorate TM index, read in October 2026, lists these helicopter -MTF manuals as active, all from AMCOM:
| Number | Title as indexed (shortened) | Date |
|---|---|---|
| TM 1-1520-271-MTF | Maintenance Test Flight Manual for US Army CH-47F Helicopters | May 31, 2024 |
| TM 1-1520-280-MTF | Maintenance Test Flight Manual, UH-60M and HH-60M | April 30, 2023 |
| TM 1-1520-237-MTF | Maintenance Test Flight Manual, UH-60A and UH-60L | April 30, 2023 |
| TM 1-1520-246-MTF | Maintenance Test Flight Manual, UH-60V | July 31, 2020 |
| TM 1-1520-263-MTF-V4 | Maintenance Test Flight Manual, AH-64E | September 18, 2026 |
The CH-47F record says the 2024 manual supersedes the edition of April 15, 2020. The same index dates TM 1-1500-328-23, Aeronautical Equipment Maintenance Management Procedures, to June 30, 2014.
Modifications can outrun these manuals. A General Accounting Office (GAO) report of October 1997 relays an account from a Fort Campbell division aviation maintenance officer: installing an embedded global positioning system on the Apache was delayed 2 weeks because the program office had not provided changes to the maintenance test flight and operator manuals.
What to check
- Is the pilot a qualified and current MP or ME in that aircraft under AR 95-1, with night MTF authority if the flight is at night?
- Does the aircraft have an AMCOM-approved MTF manual, and is it the current edition, such as the CH-47F manual of May 31, 2024?
- Was the requirement entered on DA Form 2408-13-1 with a dash, and does a limited flight list every action behind it?
- Who signed the flight complete, and were in-flight faults entered as "Test Flight" entries?
- After a modification, has the MTF manual change arrived?
Azcuna's ELLMENT for the CH-47 puts the Chinook's public technical manuals, the Army sling-load manuals and a unit's own SOPs on a laptop or tablet that answers a repairer's or flight engineer's question with no network and cites the manual and page. Azcuna submitted it as a concept white paper to the Army's xTech|Search 10 competition in October 2026.
