Why it matters
Technical manuals are prepared under these standards, so a program office or contractor must know which standard and revision applies before handling a manual.
The short version
- 1MIL-STD-40051 is at Revision E (March 25, 2025) with Change 1 (July 30, 2025), and it superseded the separate IETM part.
- 2MIL-STD-3031 (Army) names S1000D Issue 4.2 in its scope; MIL-STD-3048 (Air Force) is at Revision C, dated May 15, 2023.
- 3MIL-STD-3001 is the NAVAIR standard for work package manuals; confirm its status in ASSIST, not in a third-party copy.
U.S. technical manuals are prepared under a small set of Department of Defense (DoD) standards: MIL-STD-40051 for digital technical information for technical manuals, MIL-STD-3031 and MIL-STD-3048 as Army and Air Force business rules for S1000D, the international specification for technical publications, and MIL-STD-3001 for Naval Air Systems Command (NAVAIR) work package manuals. A program office that evaluates a manual tool, or a contractor that delivers manuals, needs to know which standard applies and which revision is current. The Defense Logistics Agency's ASSIST-QuickSearch records for most of these standards show who maintains each one, what it covers, and when it was last revised, though they do not say which program must use which standard.
MIL-STD-40051
The current ASSIST record gives the title Preparation of Digital Technical Information for Technical Manuals (TMs). The standard is Active, at Revision E dated March 25, 2025, with Change 1 dated July 30, 2025. The next review is due July 29, 2030. The lead standardization activity is the Army Materiel Command, Life Cycle Sustainment Division, and the revision history reaches back to a base document dated July 31, 1996.
Before Revision E, the requirements for Interactive Electronic Technical Manuals (IETMs) were published as a separate part. The record for the IETM part says it established technical content, style, format, and functionality requirements for IETMs for major weapon systems and their related equipment. ASSIST lists that part as canceled on March 25, 2025, and superseded by MIL-STD-40051E.
S1000D and its DoD adoption
S1000D is an international specification, and ASSIST carries it as ASD-S1000D, titled International Specification for Technical Publications Utilising a Common Source Data Base. The record lists an adoption notice, Tier 2, dated January 24, 2005, and a reaffirmation dated September 1, 2019. The status is Active, with the next review due August 29, 2029. The lead standardization activity is again the Army Materiel Command, Life Cycle Sustainment Division.
Army and Air Force business rules for S1000D
Two service standards sit on top of S1000D.
- MIL-STD-3031, Army Business Rules for S1000D. The record covers business rules for S1000D Issue 4.2 technical publications for major weapon systems and their subsystems, equipment, and components, from all maintenance levels through depot overhaul. Revision B is dated September 30, 2024, and Revision B Change Notice 1 is dated July 31, 2025. The base document is dated September 30, 2009.
- MIL-STD-3048, Air Force Business Rules for the Implementation of S1000D. The record lists Revision C dated May 15, 2023, with the next review due May 13, 2028. The preparing activity is the Directorate of Logistics, Civil Engineering, Force Protection (AFMC/A4/10). The scope covers paper, page-oriented, and screen-based IETMs.
The Army standard names a specific S1000D issue, Issue 4.2, in its scope.
MIL-STD-3001 for NAVAIR
MIL-STD-3001 is the NAVAIR standard. The EverySpec copy of Part 1 says the standard establishes requirements for preparing digital technical information for multi-output presentation of NAVAIR work package technical manuals. It covers aircraft weapon systems, aeronautical equipment, airborne weapons and equipment, and support equipment. The document is titled Part 1 of 8 Parts.
The listed history is a May 2001 original, a Revision A dated October 2014, and Revision A with Change 1 dated December 2016. The description of the 2001 version applies to paper manuals and to digitally displayed page-oriented manuals. EverySpec lists the standard as Active, but it is a third-party repository and its page shows no distribution statement, so ASSIST is the place to confirm current status.
How the standards fit together
ASSIST lists the Army Materiel Command, Life Cycle Sustainment Division as lead standardization activity for MIL-STD-40051, MIL-STD-3031, MIL-STD-3048, and the ASD-S1000D adoption. MIL-STD-40051 covers preparing digital technical information for technical manuals. S1000D is a separate international specification that the DoD carries through an adoption notice. MIL-STD-3031 and MIL-STD-3048 adapt S1000D for the Army and the Air Force. MIL-STD-3001 is the NAVAIR standard for work package manuals.
What to check
- Which standard and which revision does the manual follow? MIL-STD-40051 is at Revision E with Change 1, and EverySpec lists MIL-STD-3001 at Revision A with Change 1.
- Does a contract or manual cite the canceled IETM part of MIL-STD-40051, or MIL-STD-40051E?
- For an S1000D manual, which issue and whose business rules apply? The Army standard names Issue 4.2.
- Was the status confirmed in an ASSIST record or in a third-party copy?
- When a vendor says its tool handles these manuals, which standards, parts, and revisions does it name?
Azcuna's TRACE is one offline viewer for S1000D, MIL-STD-3001 XML, and PDF technical manuals. It keeps the source location and the markings of everything it shows and never modifies the source. It was proposed to NAVAIR under Navy SBIR Phase I topic DON26BZ05-NV078, and the proposal was submitted on September 23, 2026.
